This administrative procedure can be completely carried out from the internet, without having to visit any municipal office nor waiting in a queue.

The grant of a permit allows the realisation of construction works within the municipality of Palma (except construction works in the historic city centre nor on any assets having a cultural value or assets that are catalogued or protected as property of cultural interest), that do not require a technical project.

The Town Planning Department provides the citizens with an Online Management System for Administrative Procedures with the purpose of making the permit paperwork process much easier and comfortable for citizens, thus allowing faster processing and avoiding unnecessary visits to our Offices.

In order to be granted a construction permit via this new online service, the due fee (amounting to 2.53% of the cost estimate for the execution of the construction works) and of the Tax on Building Services, Equipment and Construction Works -ICO- (amounting to 4% of the cost estimate for the execution of the construction works) must be paid online.

The following will be considered as minor construction works:

Construction works whose building complexity and building cost is rather low and whose technical complexity is simple; construction works that do not affect nor alter the volume of the exterior design, the foundation or the building structure nor that modify the habitability conditions or the security conditions of any building or premises, nor any construction works that breach the conditions stipulated in Law 10/90 enacted on 23rd October, CAIB Town Planning Regulation.

The maximum duration of the construction works will be 2 months, starting as of the date of completion of the present online process. 

The construction works carried out within the scope of this procedure will not result in the consolidation of illegal situations nor shall be undertaken in constructed buildings or on plots of land that breach current legislation. 

These permits are granted save the property right and without prejudice to third parties and will be subject to: 

 1. The submission of the following original documents, should they be required: 
  - Written authorisation of the owner for the tenants
  - Appointment and accreditation of the building company (a photocopy of the IAE business tax registration form or last payment receipt of IAE business tax from the local, provincial or national building company will be sufficient).
  - Cost estimate of the construction works
 2. The payment confirmation of the fee and of the Tax on Building Services, Equipment and Construction Works (ICO). The Town Council may request payment of an additional fee, should this be necessary. 
 3. Documentation accrediting representation if applicaple and required
 4. An authorisation issued by the homeowners' association, in case of constructions works that affect the building's façade or community areas.
